Yeah. Since they won't do anything for Ryu and the other 6 characters that are sitting in the bottom tier, they got to at least make Terry tournament viable. That way, Ryu users can start using Terry considering Capcom are treating Ryu like how Lucasfilms are treating Luke Skywalker, which is like poop.
Ryu is the worst shoto. So yes he is bottom tier if you are trying to play any of the shotos. As far as the rest of the cast goes he's like low mid tier.. He's not bottom 3 tho. Bottom 3 is like manon,Honda, jamie. Ryu, lily, kim all not far behind

I've played him last week at GamesCom, too short to say something for certain but long enough to see that he has about everything you can wish for. Top tier certainly is the first impression and what I like about the SF6 team like the old characters the SF6 versions seem familiar but the best version you can wish for and Terry feels like Terry but also totally fits into this roster. That's how you handle a guest, the first even, with the upmost respect.
A lot of the people angry that Makoto, Ragna, and others didn't get in claim that Capcom is showing favoritism with Terry, which is far from the truth. I wish people would get over this Guest/Crossover Character hate. Capcom is just showing respect and love to SNK.

iirc the original use of Round Wave is that it can hit enemies on a different lane but since games other than Fatal Fury doesn't have lanes, it's now turned into safe on block instead

Its really looks to me that Guile will not want to throw booms whatsoever against Terrence in a fireball war. I may be off base here, cause I'm just looking at the extremely limited video evidence here, so just my two cents.
So basically he shuts down zoners, has +on block specials, gets a free 4 way mix off a target combo, has 2 neutral skips (one of which is +on block), and has throw loops
