If I have to guess, nearly all Windows computers since Windows 8 use LCD or other flat-screen monitors. This change de-emphasizes screensavers since flat-screen monitors can turn off and on the display instantly. CRT, on the other hand, needs time to fire up the phosphors until the screen is at full brightness, thus necessitating the screensaver as a way to minimize screen burn-in without turning off the display
