You would have come people who just jump in t cross the roads either by showing the stop sign with hand gestures, or they just surprise you by their appearance all of the sudden.
same is the case here. this lady is trying to cross the road by filtering through on going traffic. Just in case if a 2-wheeler rider coming from behind tries to filter through the gap and this lady comes in front of that guy. He would have ended up injuring himself / herself, damages to the bike and then people would put him / her in fault.
Please don't cross the roads like this as you are putting your life in danger and the people who are driving / riding on road. As they would come under problem for no fault of theirs.
