This is from glow-in-the-dark phytoplankton. They swim at the very surface and this is because they got enough vitamin D that day so now at night, when reacting to pressure they glow. Beautiful in my opinion.

I learned about it a few years ago and I've been dying to see it in person. The algae blooms and the plankton get so plentiful. The waves disturb them so they light up as a defense.
Isn't phytoplankton the first part of the ocean food chain so that is why it happens once a year because they get eaten
Or maybey the other fish donth eat them only the ones in shoals/schools so just kinda go up

The glowing is the movement of a certain plankton that get aggravated by movement then lights up to keep predators away but to humans they make that beautiful blue color
