It's so wet that when you step on someone's lawn you sink in, and it's so humid when you take a shower you can't get dry. And the mosquitoes... Maybe the "pictures and videos" people are taking are to warn friends and family that they know, the reason they should not travel on their usual route on their way home or if they are leaving home they need to find another route to get out of town. Not everyone has cable television or internet services up and running at that moment I am sure, so they especially older people may not know exact routes that are open or blocked without someone out there to check for them.
