In my opinion player should shuffle cards (with the chosen card inside) each time before pick next card up. It takes more time but if you dont do that, you never pick "create" verb and "empowered" adj together - they are on this same card number 1. Tag symbol is exception, you can consider 3 (doesn't require in sequence) on this same card, author uses math combination 10c3. Sorry for English.
