Tibet Autonomous Region (TAR) is part of China. Yes, of course the young generation who attend school can speak Chinese language (Mandarin) in addition to their mother tongue (which varies depending on their subgroups, some are Khampa, some are Amdo and some are U-Tsang, they speak different dialects of Tibetan language), so yes, they are at least bilingual.
In the old time, during the feudal serfdom, only a small fraction of society attended school, thus many Tibetan people in the old time were illiterate. Yeah, typical serfdom society!
Tibet is occupied by China and justified by colonizers with savior mentality (it’s their version of white man’s burden). The singer, Tsewang Lhamo, is a one of the most famous Tibetan singer and sings mostly in (100% pure) Tibetan but since she has Chinese fans so she came up with the song which has both Tibetan and Chinese in it. Also, she like many Tibetans nowadays is bilingual because of the sheer number of the outsider vs Tibetans. They have no choice. Also, what the person mentioned is only a part of Tibet. It is much bigger and currently have been divided into many parts by the outsiders. Tibetans view region of Amdo, Kham, and Utsang combined as Tibet. What the commenter mentioned was only TAR (Tibetan Autonomous Region) which is only autonomous in name and ruled by majority outsider with very little to none Tibetan representation at higher administrative level.
