A small country Singapore saw to it long ago that such situations do not arise. The entire credit goes to the vision of the founding members of the country and especially Late Mr. Lee Kuan Yew. Huge respect for his hardline policies and his clear thinking on social and religious cohesion.
Everyone should read his books on hard truths and see his speeches on youtube. He was very clear on making strict laws and ensuring religious freedom to everyone living in Singapore. Today its one of the safest places to live in the world.

(My 2 cents worth based on experience/opinion): Everything except the de-radicalization bit is good. I'm very sure that doesn't work; you cannot de-radicalize a person who's been fed with this venom since childhood. Just look at the 9/11 suspects at Gitmo and their statements, not a grain of regret.. They'll rather wait for their 72. The only way is strict capital punishment; not the kind you see in Chechnya where some faceless men poison your food or shoot you. The Russian and Chinese heavy handed approach has worked better, say what you may. but should be integrated with institutionalized CAPITAL PUNISHMENT DEVOID OF HUMAN RIGHTS REPRESENTATION; that's the most humane approach which could suit Europe. Still, my personal opinion is that the Russians have a more sustainable winner long term; due to their ability to hijack institutionalized Islam; the Chinese have been very heavy handed (desecration of mosques, removal of relegious symbols etc.) and will pay dearly in the coming decade. France is also not a good example.

I was in Vienna a few years ago. There was a public park near the hotel where we stayed. We found the park always being filled with ladies wearing full veil burkha and men wearing Arabic dress. It felt like as if we were in park in a Middle Eastern country. These cults have change the social fabric and the look of the country.
