Lightroom mobile allows you to edit your images for free with some advanced features disabled. You are able to use presets on there. Lightroom desktop doesn't have a free version so you would need a subscription for that.
For Lightroom mobile presets, you have to use Camera Raw DNG files to get the presets. Because the image is raw, it takes a lot more space so that's why the file size is bigger for those presets.
