Yes cotton is a crop grown not sure about WA but definitely in some if the irrigation areas of eastern states

Game Year:
For FS 22, the year starts in August. The WA map started in February, six months further along. Next February is the start of your third year, so contract away meantime.

I think you pulled the trigger on planting sugarcane a year too soon, maybe sell the first crop to help pay the loan off before getting the production
