Inflation 4% means what? It is 4% of what?
Inflation is measured by certain indices. RBI does it using the Consumer Price Index (CPI) - which denotes the weighted average of a basket of consumer goods & services. It is used to gauge the change in prices of commodities over time.
The meaning of 4% here is limiting the year-on-year growth of this basket of commodities to 4%. That is, the year-on-year price rise must not be more than 4%. The RBI tries to keep this price fluctuations in range of 2% to 6% (4% plus/minus 2%).
