P0141: Secondary Heated Oxygen Sensor 2 (Secondary HO2S) Heater Circuit Malfunction. The HO2S detects the oxygen content in the exhaust gas and sends voltage signals to the ECM (the vehicle's computer). Based on these signals, the ECM controls the air/fuel ratio. When the oxygen content is high, the voltage signal is lower. When the oxygen content is low, the voltage is higher. Operating value at idle is .1 - .9 volt.

Two wires that are the same color (two white) are the o2 sensors heater circuit, the other two are the actual sensor. Sensor wont work until the heater circuit gets the sensor up to temperature. You could have a failed sensor or heater circuit ,either will throw a trouble code.

dude, where you located? i really want to meet up with you, if you can help me to check what is causing my s2k vtec not working. mechanics only wants to let you replace bunch of working parts and don't bother to really look into the problem. they want you to replace everything. LOL i felt only s2k owners can take good care of s2k. unfortunately i live in bay area, in an apartment, no working garage.

Bad info. O2 sensors are 0-1 volt not 12

The signal is 0-1V, the HEATER circuit needs a 12V supply, which is what he is testing. P0141 is the HEATER failure code.
