There's a theory that its Dr. Vegapunk. During water 7 arc, Tom said that they met Franky when he was 12 and that Franky was 'thrown' at the sea by his pirate parents. Then during WCI arc, Judge revealed that he once work with Vegapunk but later on they were captured by marines, (Judge escaped). That was around 26 yrs or more. Theory said that Vegapunk probably threw Franky at the sea to escaped the marines, plus the years and age coincides with one another.

I think Sanji has a huge family (biologically) compared to other Straw Hats. And I feel like most of the characters in One Piece has a**holes *biological* parents but very very awesome and good foster parents (such as Sanji -> Zeff, Sabo -> Dragon, Ace -> Edward Newgate & Luffy -> Shanks (?) )
