Some stations picking up the syndicated runs of TPIR were not CBS stations. A lot of NBC stations aired the 70s nighttime version with Dennis James and later Bob Barker.
Nighttime was syndicated and CBS never *owned* the rights to the show, Goodson Todman (and now FremantleMedia) own the rights - and even if CBS owned the rights, that wouldn't prevent them from syndicating the show to other networks.
