I really don't blame Gaia for being fed up with her grandchildren's bullsh*t. First, Zeus with his constant cheating and going behind the other gods backs; Hera starting a war against her own family; and now Demeter poisoning the earth and killing thousands, if not tens of thousands, of innocent people who, by the way, worshipped and looked up to her specifically.
It's a wonder Grandma Gaia didn't snap Eons ago. She spent thousands of years in a toxic marriage to a tyrant, only to get out and have to be constantly dealing with her babies' and grandbabies' nonsense.

Imagine you would NEVER die, NEVER. And now imagine your devotees had such a brief life, the duration of a blink of your eye. Imagine they are ants. Do you give much importance to the ants' colony you exterminate in your backyard? The gods are meant to perform certain actions within the role of the sphere of their divine influence, this is true. But it's one thing to simply be caught up in the wake of the movement of their function in the world vs. their twisting of it to suit the whims of their petty spite.

Only once Iðunn returned did the golden apples grow again and the norse gods became young and immortal.

Remember, she is a nature goddess and that does not make her kind by assumption, as nature can be cruel. The strong eat or kill the weak in nature and she is doing just that: she is an immortal goddess who kills the weak mortals, though not for survival but because she wants to claim her daughter back at any cost.
Also, we saw plenty of times that Demeter is uncompromising, head strong and has a deep need to control anything she claim as her own. Let's remember that she unleashes the frost and snowstorms during the winter so that every mortal suffers the absence of Persephone like she does.
And, if we see this from another point of view, this is just another way for her to punish Hades. She basically said to him that she is killing those mortals to enhance the army of the dead and so she is giving him the burden of those deaths, while she appears innocent. And she said just that to Persephone: that this was Hades' idea, not hers

Honestly, between the two I'd say Demeter here is much worse than Hera ever was. Hera focused her rage mostly on Zeus (rightfully so, considering how often he cheated on her) and his affair partners/bastard children. Sure she released the titans, but still she kept her rage pointed *mostly* at one target. Demeter on the other hand is actively punishing Humanity over and over again (who mind you had little to nothing to do with her daughter being "taken" away from her) in increasingly cruel ways both as an outlet for her rage/sorrow and as a way to get back at Hades for the perceived slight of taking her child away when her daughter made it CLEAR that she had chosen to be with Hades of her own free will
