No. Ideally, two people can not work on exactly the same feature. If they are doing that meaning they will write duplicate code. But it is possible that there could be different work related to the same feature and two individuals want to work on them. In that case, you can create multiple tasks under your story (or story under feature whatever best works for you) and assign them to each individual. Also, the Developer will burn his/her hours in the story so if two person will burn the hours for the same task then how will someone identify who has done what work. *Conclusion: One task one person.*
