As with all of the Soviet satellite states. Police was most corrupt and violent. My best examples are of that of the Milicja Obywatelska in Poland. Sure, they upheld the law and crime was low; but they were known to treat suspect most violently. Today's Policja, on the other hand, has calmed down really much, and crime is still very low in Poland. It is, in fact, one of the safest countries in Europe. Though... if you as a policja officer up for a dance, they still dance, of course... Was simply trying to make a point about the Soviet era police forces; corrupt and violent, while still keeping the places safe, for nobody dared to anything with the risk of getting a nightstick to the teeth.
