The lever above the throttle is the selector lever, which is the old way of operating the dynamic brakes. It turns the throttle into the dynamic brake lever and back to the throttle depending on which way it is operated. It can be a little confusing if you don't know how it works - which was one of the contributing factors to CSX 8888's runaway.
