Dear if you are designing pin type connections for base plate thin the bolt should be inside the flange
No, there is no such reference . However the bolt distances if placed within the flanges will be too less and the spacing criteria will be violated . It's not necessary that you always have W24 or W30, you may have W8 as well so how would one accommodate two bolts between each flange gap . Plus it would not be possible on site execution for wrench to be slotted and tightening .
@@EngineeringLearningPlatform Talha is right. This is a moment connection not a pin. You have the column welded at the both flanges and the anchors near the edge of the plate. You should have added a moment to the load
