This issue is related to Chinese versions of PS4. There is only one solution, which is to log in with the email you want to access from another device, then make a backup, and then restore the backup on your device, and the account will work for you or you can create a Chinese account, but there are no games. international

Delete your account from the system then when you go to log in create new user and use your old info to sign yourself back in hope it helps worked for me when I couldn't sign into psn
I can't even TRY to connect it says "an error has occured" BEFORE the login screen. Tried rebuild the database and nothing

I tried rebuilding database as well, and no solution... I bought this console cheap, seller told me about console having a glitch , but I didnt know its unsolvable...
@@DJSickey I brought the console from austria . And condition wise 10/10 scrathless console . I ran the console check the memory and other things but I really don't know about the console band. And when i reaches home and tried to sign in the the error comes your console has bad and thanks fully waste my 170£

your're not console banned, go to safe mode and rebuild the database.

THIS IS HOW I FIXED THE ISSUE FOR ME:
If you do not care about your capture galary or any other settings like that, delete your user from your PlayStation OR initialize the ps4. After this is done, you can sign in as a new user and the issue is fixed.
Of course if you care about your capture galary there's an option of storing them on a USB and later importing the data back into the PlayStation
How do you delete your user? I can’t access account management
