Local on the 8's Except It's Rusty Ruin Zone Act 1

My friend Fawkes introduced me to the Sega Saturn Sonic 3D Blast soundtrack and I fell in love with the music from Rusty Ruin Zone Act 1, but I've noticed it sounds kinda like a Weather Channel/Weatherscan track, so I thought it'd be funny to dub over a classic Intellistar broadcast with the aforementioned BGM.
