On Friday, December 2 Hourglass was joined by Chris Delfs, Director of Community Planning & Economic Development for the City of Lancaster, and Douglas Smith, Bureau Chief of Lancaster City Planning, for a conversation on the city's first comprehensive plan since 1993.
