@Mr. Grimm, yea he just wouldn't want to play on servers with jmw or PGD since they sometimes impersonate Officers on their servers and end up causing all sorts of mayhem. Like one time they created literal "speed traps" by placing (invisible) "speed charge ramps" at stop signs so when anyone, including other cops pulled up to stop, their vehicle zoomed through the stop sign so they'd be sitting there and then pull the drivers over, even other Officers, one of which they arrested for "running stop signs multiple times and claiming he was above the law".🤣Those guys are hilarious, I love their crazy antics. But I also really appreciate those who try to remain in character and utilize realism in their RP's.

We arrested the guy, tossed him into a holding cell down at the security center, let him be in there for about 2 hours, offer him tea, talk to him when his high came crashing down and then we just charged him with disorderly conduct and gave him revoking of leave rights for 2 weeks.

This is good for role players in Grand Theft Auto V. Allows them to modify their skills throughout the server and expand the role play even further than it already is, being more realistic.

Fun fact: most servers use custom codes for their own personal use.
Edit: Like the one mentioned at the stop at the start "code 5"

For the open carry thing, as you said, it's state to state. My state allows open carry with a fully loaded firearm as long as you're over 18 and not prohibited from possessing a firearm. I'm sure there are states where they don't allow you to have one in the chamber though as you said. That's one of the big things that's difficult about critiquing how officers do their jobs in other jurisdictions as you were kinda hinting at, every state, county, city, etc is different. All have different state laws, department policies, etc. Even 10 codes are notoriously different between agencies lol
