Devil Fruits aren't that important if you want to be strong, they do give you a nice buff in power but Haki is the #1 thing to have. That's why Shanks and Roger never needed any Devil Fruit. Like Kaido stated, Haki>everything else.

Something to note is that Monkey D Dragon has been called the most wanted man in the world. The World Government who create the bounties have a personal hatred of him because his whole thing is toppling corrupt kingdoms which many of them are. I expect his bounty to be more than any of the Yonkos, because the Yonkos got their bounties for how strong they are but they don’t really interfere that much with the world nobles while Dragon directly fights them.
How people who didn't watch OP overestimate fruits is just mind-blowing. I think it is because to understand the actual power of haki you need to actually see it, while fruits powers seem op even when you just read or hear their descriptions
Having a devil fruit doesn't necessarily make you strong, there's still haki that can affect devil fruit users
Heres a bit more insight into what a Yonko is.
The Yonkos are the 4 emperors of the one piece world. They are the 4 pirates who have to most influence on the seas. Influence isn’t directly correlated with bounty amount which is why Luffy is a Yonko even though his bounty isn’t in the top 4. Influence in the one piece world is decided not only by your strength but also the territory you’re in control of, the countries you’re affiliated with, the amount of subordinates under your name, etc. These all play a key role into how much influence a pirate has and how dangerous the government considers them. Ultimately, the Yonkos are the 4 pirates who are closest to being considered the pirate king.
Blackbeard didn't necessarily eat a second devil fruit per say, he stole Whitebeard's ability using his initial devil fruit power.
No one else is able to have more than one devil fruit power.

Black beard has two fruits because of his original fruit, the dark-dark fruit. Basically blackboard created a blackhole that sucked up the second fruit. The power couldn't escape, just like how nothing can escape a blackhole. Also I feel like shanks is the strongest, both because haki is stronger than a fruit power and shanks has broken haki and also he's part of luffys final goal and they may end up fighting each other for the king title and laughtale.
New bounties are kinda govt. hiding threat of strawhat pirates . Sanji defeated Queen and Zoro king with 1v1 but their bounties are far lower than them . Same for Luffy to hide his sun god form they put lower bounty on him

Luffy has the most broken devil fruit in the show for sure. Not Laws, but Luffy.
The World Government fears his fruit and Luffys potential to the point that they manipulate his bounty to be a lot lower than it should be. There is no way Luffy should only have a 3 Billion bounty at this point. Should be atleast 4.5 Billion
