Yup, but it's based on something even older than that. In J. M. Barrie's novel "Peter and Wendy" (1911), the directions to Neverland are "'Second to the right, and straight on till morning." The only difference is the lack of the word "star." Barrie might also have used the phrase (or something similar) in even earlier versions of the Peter Pan story. [Also, Barrie had a very strange and tragic relationship with the Llewelyn-Davies family. Four of their 5 sons were "the real life Peter Pan" (i.e., inspirations for the Peter Pan character), and three of them died tragically: George died in WWI a the age of 21, Peter committed suicide at the age of 63, and Michael drowned at the age of 20 with a close friend (and possible lover), in what might have been a suicide pact. Most of the Davies boys were exceptionally handsome (like their father, Arthur).]
A lot of state, county, city and town names in America are based on Native American tribal words and names. Also our English is based on several languages so the same rules and pronunciations don't always apply.
I actually learned why Arkansas is pronounced "Arkansaw". The pronunciation from a native language in the area, and the spelling comes from how the French settlers who were the first Europeans there spelled it.
Also, "second star to the right, and straight on 'til morning" is how they get to Neverland in Peter Pan, though it was referenced in Star Trek VI: The Undiscovered Country.

Kansas and Arkansas sound phonetically different because they are two different languages.
But the pronunciation is just like that due to wanting to keep how the original name sounds intact
To add further detail, "Arkansas" comes from the French plural spelling for one of the native tribes, which is why the "s" at the end is silent.

The Kansas - Arkansas pronunciation thing is due to the French, actually.
Technically it was a Star Trek 6: The Undiscovered Country reference (as exampled by the jump to warp), but Kirk was referencing Peter Pan when he said it in ST6. Like I've said in many videos, their are tons of Star Trek references in the early seasons.
