Strangely he wasnt saluting. They were changing guard details, and this is how they always carry their swords whilst moving on horseback at horseguards parade, thus NO acknowledgement (Return salute) needed.
As someone has already stated in a reply, the guards were changing and in transit so swords were not in slope for that reason. Personally the general should have waited till the change had been completed.

should be reprimanded for not returning the guards salute, i am sure if the guard had not saluted he would have said some thing

Yep, no salutes and did not deserve any. They could have waited but they barged through full of their own importance.
