Seems to me there's a fairly simple solution to the Turkey situation. Draft another alliance with all the same provisions as NATO, and all the NATO members plus Finland and Sweden sign it and withdraw from NATO. Oh, Turkey, you don't want to join our new alliance? Damn shame - don't let the door hit you on the way out. It's probably more complicated since governments would need to individually pass legislation to join the new alliance and dissolve NATO. Still, at least the legislation is already written - you just need to change the dates.
