The high sleep need always happens with the elderly prisoners when you have ageing on. They complain about tiredness from about 4pm onwards, but even if you set them to free time or sleep time they still won't actually go to bed until nighttime. As far as I know there's nothing you can do about it, you'll just always have a higher danger level in the afternoons when ageing is on. (realistically you should have a lower danger level in the afternoons if a lot of your prisoners are old and tired and sleepy, but the game models it as an unmet sleep need)
I was thinking if you do want to continue this challenge a bit longer, you might consider taking over some of the forestry area across the road instead of expanding, so the more inmates you get, the less forestry money you'll make, until the series possibly turns back to financial management chaos. Anyway great job on the build!

Quick tip, you can add door timers in that set the remote doors within the prisoners areas to open during canteen and freetime.
