Out of all the characters in the show to get bullied, why does it have to be Eleven and Will? The two characters that have had the most traumatic childhoods, tortured, targeted, outcasted as "zombie boy" and "freak", practically their entire lives and now they are faced with this. Give these kids a goddamn break..
Because they've had trauma and Elle had an abnormal childhood and grew up in a facility isolated and ignorant of the world she is just strange to the average kid. I had similar upbringing and that's just the way it was unfortunately and most kids are too preoccupied with their own developing emotions and social dynamics to really have empathy for other people. It's not right but nobody likes to be told how to raise their kids so this is common.
That's literally how it works in the real world. The outcasts get bullied.
That's how shows work, to make us feel emotionally attached to the characters/the show

Since Angela appears to be the biggest bully towards El, there's a chance that El will get back at her even without her powers. I have heard a rumor which could be true. To be clear, I've heard that El who's at the roller skating club tackles Angela and starts beating her up. If that happens, I wouldn't blame El one bit for retaliating. Plus, I'm not going to feel sorry Angela if she gets beaten up. Whether if Angela has abusive parents, or a frustrating life back in her home, it's no excuse to bully someone who isn't responsible for her misery.

Well yeah it would be even better if she fights the bullies without powers. That makes a lot for her character development. Not everything is supposed to have powers to rely on. It would be cool if she could have more social skills as she didn't have enough time with Hopper or Max. So with Will having similar problems they could both try and be better at socialising hopefully

I’ve always thought El’s powers will come back when she has to defend someone she loves, like if the government or the mind flayer show up and threaten her new family (Will, Joyce, Jonathon) or Mike. It would make a lot of sense that she’d tap into her rage at seeing them threatened more than she’d tap into anything she feels at her own mistreatment.
