Some take a little longer, but you eventually get an explanation. Trust me, there's a reason for why Loke is how he is. I can promise you will find out.
Loke is indeed a mystery at the start of the series. First Natsu commented there's something weird about Loke and his magic in that filler episode where they exchange bodies. (Like how Virgo is a petite woman to Lucy but a giant woman to Everlue) So yeah. Somehow, Lucy really thought of Sagittarius to look like that. That's her preference.
I dont think so, in previous episodes when they're talking about Sagittarius's key Gray imagined it would be looking like a human with horse face but Lucy denied it and says Sagittarius might be look as half human half horse like Centaur...anyway if those spirits dont use their true appearances..i hope when Lucy finally gets her true potential power, we can see the spirits true appearances and also their full power.. I like heavenly body/celestial power and we know such power is totally powerful generally... just like Sailor moon, Saint Saiyan yet i was shocked with how the author did shit to Lucy and her spirits...they need a massive power up as they deserve😤😤
Its only specific to Virgo because she's a spirit thats serves their master yknow a maid.... Everlue wanted Virgo to look like the gorilla because thats what he wanted whereas Lucy didn't want that. Scorpio, Gemini and Aries look literally the same even though they changed masters from Karen to Angel to Lucy Aquarius, Cancer and Capricorn all looked literally the same from Layla to zoldeo to Brandish's mom to Lucy. Don't forget the spirits are their own people, they are not slaves so their appearance is not based on what the Celestial Wizard wants and as I've said Virgo is an exception because she is the spirit of Maiden aka very Loyal and Obedient to their Master aka Lucy and she wants Virgo to look petite.

Even Mashima (the creator of Fairy Tail) drew many arts depicting them as a couple. He even drew and named their child. In the sequel, Fairy Tail 100 Years Quest manga, which is still on going and getting an anime adaptation in July this year, all the couples are becoming slowly official, not just Natsu and Lucy but other ships too.
