Without knowing who “they” are in Biden’s sentence, “they” could mean one person or multiple people…
“They said” could mean Sara said it. Or it could mean Sara’s whole group of friends said it.
Therefore when reflecting on Biden’s quote and his use of “they,” either saying ‘not sure who they was’ or ‘not sure who they were’ would suffice.
