Currently, the 9-and-3 hand position is preferred to 1. reduce the risk of injury from the airbag deploying, 2. provide better control, and 3. minimize the chance of wrist injuries in case of a collision. But it's not a serious fault (unless it leads to lack of steering control, hitting the sidewalk for instance) so it shouldn't be a fail. Serious and dangerous faults are instant fail (rolling a stop, driving through a no-entry sign, failure to give way, not checking mirrors, etc.). Trevor is getting there! :)

Also, their cars are getting bigger and bigger for no good reason. It's a horrible country to drive in, to cycle in, to be a pedestrian in.
Same here in Australia. They dont teach you how to drive, the teach you how to pass the (very easy) test.
