The Dragon in the video is the 3rd generation of dragon puppet during the Broadway run of Shrek. The creative team felt that "Donkey Pot Pie" did not fit the style of the show, so when the Broadway Production closed they removed it and replaced it with "Forever". When the first national tour opened "Forever" officially replaced "Donkey Pot Pie".
I once watched a version back in 2012 on youtube where the puppet was the same broadway one, mouth and eyes moved and all. The only difference is there was no three singers around aside from the chorus girls. That version got deleted so I don't know which one it was. Trying to find the video is even harder.

when i saw the pre-broadway the dragon had these weird wings scooting across from above that never quite lined up with the body. lol
It would be even greater if the robot dragon actually moved its mouth.
