Raoh's original hair color in the manga is either white or blonde. It was the 1980's animation which changed his hair to black due to technical issue. The recent Hokuto no ken remake (Fist of the North Star: The Legends of the True Savior) has Raoh in white hair. This game also has him in white.
The water tower exploding was probably an homage to Jagi and the fight on his tower. One of the things Jagi did as a trick was to put gasoline into a water tower which he punctured and set alight.
An 18 rating!? thats gotta b a first for Koei lol. Great game quite underrated and under appreciated especially in the west. Stays absolutely true to the classic series, a gem for old-skool fans.
@Phyllo9 Its a Tower filled with Gasoline. Its in the really old anime most towers like that are holding gasoline, there aren't much water anymore in the world after the nuclear war.

@TheTrueScource While i agree with you that Fist of the north star is indeed much better than DBZ plot wise and action-wise, dragonball z (the manga) is a more decent manga than you say. The story makes only a tad less sense than Fist of the north star's which was quite above standard in early mangas (excluding anything by Osamu Tezuka)

Kenshiro is Goku's depiction of Mad Max in a nutshell... he is so Badass he make water spontaneously combust on impact lol.
