I realize you had to gloss over a ton of stuff but one thing you may not have tried (in between locking up your psycho lieutenants and feeding chickens) is buying stuff from local villages. Many of the things you can buy can be sold at a profit right away. I covered a dry spell when some... government inspectors...were looking through my main warehouse by buying and selling chickens from the local villages and selling them at the boat pier. The Loyalty went sky high (because Senor moneybags was spreading his wealth around by buying local) which caused the (totally unjustified) Terror to drop dramatically. Of course, when the Federales found nothing wrong in my warehouse they left but I was making so much money buying low and selling high that I kept it up as a side business.
