Any new rechargeable battery is at least partially charged or was charged and in time looses some charge. Just charge it. My new one had 3.5vdc new and it's now charging. Trying to find battery life compared with nickel metal hydride batteries.
What's wrong with this review is that he shows that the light works out of the box, without saying that the instructions say TO FULLY CHARGE IT BEFORE FIRST USE!!
