I think the reason behind it is because they wanted to make it more like an old computer game, so they compressed the sounds so that it would feel more 90s.
It's not that the sound files are old, they decided to lower the sample rate atleast 11025 or 22050 hz (low quality frequency) so it would fit the classic 90s game atmosphere.
I think the reasons why the audio quality was bad was either they had to build the game again from the ground up or they probably found some of the old files and put them in the new version and didnt think people wouldnt notice the poor sound quality.
