I mean, I was born in 1996, so I'm not an arcade kid by any means, there's no nostalgia or anything... and for me those graphics are mind-blowing even today (or especially today), in the age of 1080p high-polygon 3D. The level of details, the shading, the designs... I think I came just by looking at that intro screen.
I think the reason they are impressive even to much youngers gamers like you, is that pixel-based 2D art has proven to be the most "timeless"; 3D graphics and high-res 2D age much worse as technology progresses.
3d polygons have been the face of gaming for 25 years, and 3d only looks better than what came before it. There's hardly any game from PS1 gen that still looks good today, and if it does, it's all because of the art direction. But really detailed pixel art especially after 8-bit era still holds up really well. It's old, but it doesn't look ugly or obsolete like 3d games that aren't current gen

IREM were truly masters of 2D animations and sprites (drawings). When i saw Metal Slug in an arcade as a kid, it blew my fricking mind. It was miles apart from any other current gen 16-bit gfx game. I sunk so many coins in that bad boy! Nice to see its predecessor. The explosion animations are still mind boggling to me even to this day. The sound design and music were a bit meh, but still serviceable for an action shooter. These were the DOOM games of 90s kids! XD

I don't know if it's just the hardware brought to its knees by that point, or just a matter of coding and optimization - even the first Metal Slug suffered slowdowns, Metal Slug 2 even more, but Metal Slug X eliminated them and the new, improved coding was brought over to Metal Slug 3.
