I have found them all now in 2020 on a PS2 emulator for PC since my ps2 is broken, thank you this was my first videogame ever there in 2006 and now 14 years later i found all post cards
ornament valley is located on the main road in Radiator Spring's. if your heading towards the fire station your going to wrong way just turn around and head straight. if your still not sure. look on the map on Radiator Spring's . look at the main road "Building are located" thats the main road, look right on the map there will be a little road moving away from Radiator Spring's.
first you will need to complete the story to unlock both areas, after that click on tailfin pass GP like i do in the video, 12:52 when the race starts quit the race, you will be where you need to be for the next postcard

Unfortunately, I had already finished the story mode before going after the remaining cards and so, nothing was unlocked as a result but, it was still fun, going after them. Now, I just need to finish up "Tractor Tipping" and "Luigi to the Rescue". If I finish those, will anything new be unlocked since, I've already finished the story or will it be a waste of time?

I only got 9 of 20 of them collected. Although the jumps are quite tricky. I might have to adjust the jump settings from the down arrow and up arrow to J+J just like the c+c is to drive backwards
theres also another way to get to it. go to your map change map to ornament valley start any event then quit the event, you should be in ornament valley then
the pathway is really kinda hidden... go to postcard 18 and just follow the video... shorty down the road you will be able to make a jump to the waterfall road for the last two. sorry i dont think i can explain much more then that mate
I managed to do it without boost, 4 get how, but to get boost u have to do the boostin with fillmore race, then rustbucket race o rama to get boost level 2 & diquilant road hazzards to get boost level 3
I only looked this up because when this game first came out in 2008 I got the game for Xbox and I was like 10. I never could get passed this game so I raged and sold it, now I just watched him collect all the cards. I feel so ashamed :(

In order to jump high enough:
Push arrow down while driving then push the arrow up. The car will make a higher jump than usual

the pathway is really kinda hidden... go to postcard 18 and just follow the video... shorty down the road you will be able to make a jump to the waterfall road for the last two. sorry i dont think i can explain much more then that mate
