It's your choice really, but then again it is dependent on which state your host is living in. That should be your primary state but you can always change states later if you so please.

No he did not need to. He selected sierra Leone on his DS 260 the first time he completed the form. So for him it was not a change of embassy

Pay for him on what grounds? People we work hard to pay bills. Who has free money laying around? I need someone to help me with my bills as well. Life here is hard do not be deceived. Here we work to pay bills thats all we do. But I wish he gets help somehow. Let him think of self employment. School sometimes is over rated. But if he wins the greencard lottery he can contact me to help him by hosting him.
