The honorable MLA don't want to listen to anything, only he want to argue and show his power like a goon . Also he uses abusive words and threatened the DM . Yet The DM's Behaviour is appreciable to handle the situation in a very polite manner. The representative should also learn to behave well and how to argue without only screaming.

Yes, he should maintain the decorum. And, there should be some kind of punishments for misbehaving with government officials.
We see the clashes between higher officials and public representatives in meetings. Both sides should talk and discuss of public matters. Being furious will only give the negative publicity to both sides.
I am not Odiya speaker but through video. We get the idea , MLA used abusive language which DM asked him to not use such language.
Both are for public service. They should not get into this. MLA can also be polite and generous while talking in such meetings. It’s DM who have more authoritative powers than MLA. And, MLAs are checkpoints to check on works and both reports to government of state or nation.
Only people can suspend the MLA. Hopefully.
