Idling with speaker on at corner of Forley and Elmhurst Ave in Elmhurst, Queens, NY 11373. Driver curses at me and throws some sticky cherry liquid at me, striking me, my iPad, and the car parked next to me.
I filed more than 33 complaints with the 311 service over these violations and they have done nothing. I filmed many of the encounters and let them know about it, but they simply don't respond. I basically gave up after this lady threw some syrup at me. We just bought a place in Forest Hills where there are NO ice cream trucks. We scouted the area for weeks.
Wow, This was years ago. I originally posted this so I could prove to 311 that the truck was always idling with the speaker on. The issue was that this lady would park her truck under my apartment window for 20-30 minutes several times a day with the speaker blaring. The city rules ban ice cream trucks from using their speakers unless the truck are in motion. I asked her politely more than a dozen times if she would turn the speaker off while idling at our building. She said she would do whatever she wanted to do and would never turn off her speaker. I tried to use the city rules to resolve this, but it didn't work. I have no problem with ice cream trucks at all, but that damn song blaring in my window for 20-30 minutes several times a day finally was enough for me to move to a better neighborhood where the trucks follow the rules and I'm on the 21st floor where I wouldn't hear them even if they didn't. :-)
