Yes,woody pulled the reverser back instead of the brakes,but due to the force and weight of the train it made the wheels look like they were breaking rather than just going in reverse

Also why was no one in the cab?,at the very least there should have been someone to fire the engine,and to keep injecting water to the boiler (fireman) if the fireman wasn’t there,the locomotive would either lose steam and come to a stop,or the fire would get to hot and there would be little water,then the boiler would explode!
I want to point out a Toy Story theory I heard about Buzz's switch at 4:25. In the beginning of the first Toy Story, Buzz believed he was the real Buzz Lightyear. When he tried flying out of Sid's house window and hit the floor, he realized that he was only just a toy, meaning that his Demo switch was knocked into the Play position.

That's not likely, especially since it didn't work for the gang in Toy Story 3 when they tried to fix Buzz by putting the switch back from "demo" to "play".

That is true.
Plus, the way to tell the difference between the different control levers on a steam locomotive is pretty simple.
The reverser is usually shown in vertical position, while the brake lever is shown in a horizontal position. Both the former and the latter can also apply to the throttle/regulator.
Most steam locomotives in the United States usually follow this kind of design to their controls.
But that begs the question : Why couldn't Woody just hit the brakes, instead of just going for the reverser?

I might be wrong, but the wild west locomotive from the beginning of toy story 3 could be based on the W&ARR locomotive named "the general" which was involved in the great locomotive chase during the civil war.
Buzz and the other toys caused so many deaths while they were sneaking across the street under those traffic cones that were later used for the Cozy Cone Motel which is the vehicle version of that one wigwam motel.
That monkey in toy story 3 always creeped me out and still does.
