  • Airin district (Airinchiku) is located in the northern part of Nishinari Ward, Osaka City, on the south side of Shin-Imamiya Station of West Japan Railway Company (JR West Japan) and Nankai Electric Railway (Nankai Electric Railway), and is a district where many simple lodgings and accommodations are concentrated. It is a common name. It is also called Kamagasaki by its traditional place name.
    The town was home to young workers who came from all over the country during the period of high economic growth that lasted from 1950 to 1970, but after the end of the bubble economy that lasted from 1986 to 1991, riots, illegal street stalls, illegal dumping, etc. The area was riddled with problems. Improvements have been seen since then Osaka Mayor Toru Hashimoto established the Nishinari Special Zone initiative to improve public safety and the environment in Nishinari Ward. Although it is still a town with a unique position, with the spread of SNS, its presence has become a nationwide area, and in addition to being an area with good railway access, the low accommodation rates have made it popular among foreign tourists. In addition to becoming a popular lodging destination for backpackers, infrastructure improvements are progressing with the opening of a new railway line in 2031, and an increasing number of families with children are moving here.
    The name Airin District was a name that the national and local governments agreed to use in May 1966. Therefore, people who have lived in the area for a long time do not like to use this name.
    There are many people living on the streets in the Airin area (943 people were confirmed living on the streets in Osaka city as of January 2021). Statistics may not be clearly ascertained even through the national census.
    NPOs and religious groups frequently hold soup kitchens, and when they do, people sometimes line up in the park. Additionally, prices in this area (fee structure) are generally lower than in other neighboring areas.
    Asura Mizuno, who works as a city tour guide to convey the history of the area, said, ``In the past, there were frequent riots and street robberies targeting drunk people, and the public safety was poor, but things have changed with the Nishinari Special Zone initiative by former Mayor Toru Hashimoto. Since then, it has almost disappeared, and if you say it's comfortable to live in, it's become much more comfortable to live in.''
    Many of the former day laborers are aging, and 40% of the residents are elderly, transforming what was once a worker's town into a welfare town.
