Nevada state patrol did it best… move them quick and without much warning. Just tell them to move and then move them. I think that incident you're talking about wasn't the Nevada State police it was an indigenous reservation tribe handling business. The reservations have slightly more antinomy to enforce rules like that.

I live here and wouldn't even have known til I was caught in standstill traffic or heard it on the news.
