This video was recorded in São Paulo, but it has a lot of parts from other videos, like the people dancing in Africa or that clip in the end of the guy getting in the car. He are talking about a lot of things but mostly about the pride of the black culture and its african roots. There is a lot of referencies, a freaking lot of them, that for a "gringo" (foreign person) is hard to catch. One of them is the Rodrigo Santoro reference, you were correct, it is from the 300 movie and Rodrigo Santoro (a brazilian) played the Xerxes, the villain.
