If the same instagram account is working good with web browser and only app is not allowing you to login, we may have to perform iOS Restore bro. sometime old cache files might be an issue that affects even after reinstalling Instagram app. If you are unable to login from web browser too, then its instagram side issue. where you need to reach out to their support to know any block happened to your account.
sad to know bro. One of my audience was able to fix it with network settings reset. Is the instagram app updated to latest version? can you access your instagram account from computer browser? or from safari browser? kindly check whether the problem is not something from instagram server side or account specific error is there.
