Is ECU flash needed or just recommended? Would it be ok with out flashing ECU?

Depends on what your level of “need” is. It will definitely be more than rideable, and probably gain top end horsepower but you can expect flat spots in the powerband or a loss of torque with most exhaust. (This is just general for pretty much every motorcycle with a full aftermarket exhaust system, not particularly SC-Project and their systems)
