Lots of locos had top speeds much higher than you’d think. Even humble shunters like the LB&SCR E2s could reach 50mph, and many freight engines could do impressive speeds too. You’d just never see these speeds because of the jobs the locos were built for.

As far as I remember the 4f locomotive was never meant to go 100 mi an hour, 60 would be a more accurate top speed.
