  • China's position on the Ukraine war contains apparent contradictions. It is Russia’s most important friend. And yet its "position paper" on ending the war declares the importance of territorial integrity - an implicit criticism of Russia's invasion. At the Munich Security Conference, DW’s Richard Walker tries to unpick this with Li Cheng, an expert on geopolitics at Hong Kong University. Professor Li also lived for many years in the United States, and has a unique perspective on the new "Cold War" developing between China and the West.

He's obviously dodging the question because answering would be hypocritical no matter what is answered cause that's the reality of China's position on Ukraine.

    Who wants to take Li Cheng's place as an expert on geopolitics at Hong Kong University? Poor Richard Walker has a hard time interviewing someone who has to mince his words into unintelligible sentences the purpose of which is to sit on the fence as comfortably as he possibly can.

      Well, he was hammering on the territorial sovereignty a lot, whereas Li was saying, it's both that and the other thing (possibly limiting NATO expansion).
      Even if you and I don't agree, Russia still exists, and Putin is still leading that country, and he has the support of the majority of the population.
      I am starting to get worried about a military confrontation with all of Europe.

      @@starbase218 He has the support of the people because Putin has expanded Russian influence and occupation rather easily in Georgia, Moldova and Crimea.
      The 2022 Ukranian offensive is a completely different animal. He still has to support of some, but that support is waning.

      I feel like Mr Walker didn't understand that Li Cheng is an academic and not part of the Chinese government. As such, he can't speak for China but merely try to explain what an entire government might be saying/doing/thinking. Points for effort at hard hitting journalism but needs work at recognizing when he's just banging an anvil

    Good interviewer.
    Very interesting to actually hear the Chinese point of view regarding the Ukraine annexations, and the Chinese dilemmas regarding this.
    I think it very important to try and listen to what he very politely and diplomatic is trying to say. I think he actually says more than many of the comments here suggest.

    He does have a point that if sovereighty is such important to the Western World in regards to Ukraine, why does it not matter when it comes to Taiwan? Can anyone answer this? If the answer is that Democracy trumps soverieghty than why does the Western World opposed the independence of Calalonia and why the Calanon officials are in jail for 30 years due to sediction charges? And if Democarcy is truly sacre in that regards, why did the US allow Morsi to fall in Egpt and why the CIA activately push for the overthrow of an elected leader in Chile after which dictator Pinochet took power?

      Zelensky is only interested in wars until aids to Ukraine are in jeopardize by budget constraints. Neither the NATO supports China peace plan. Furthermore NATO is extending its military presence to East Asia besides Ukraine.

      If diplomats who write about diplomacy are to be believed, diplomacy is both distinct from and opposed to war. It is the “'art' of resolving negotiations peacefully.” Similarly, many scholars of diplomacy distinguish diplomacy from war and align diplomacy with peace.

    I think this was actually great interwiev. The reporter was asking unpleasant questions and the Chinese gave such unpleasant answers where he pointed out that the West can have the same questions directed at them - and all that in a pleasant way!

      I don't think it was very bullshitty when the professor said outright that
      1. China is not pro-West, China's in it for nobody else but China.
      2. There are certain ways in which China prefers to have US bogged down in Ukraine, China would not rather have NATO expansion. China would rather not aid a democracy against a dictatorship.
      3. China is driven by its insecurities about its relationship with the West, and is torn between seeming to be reasonable and wanting to pursue its own interests.
      So why on earth should China go out of its way to do something so pro-western as to be on Ukraine's side? Why would China render aid to the West when there's a confrontation about Taiwan that's coming up in a few years' time?
      It sounded pretty blunt to me. IT's the people who can't see things from China's view who are confused.
      And for those who can't tell, Li Cheng's accent tells me that he's a Hongkonger, not a mainlander, although increasingly this will be a difference that does not matter.

    This interview is hard to listen to. He is telling us about a totally different perception regarding many issues in the world, it is a testimonial of the different reality / Galaxy that China lives in.

      "Demanding to end NATO" is neither in the hands of nor in the interest of Asia. It's the NORTH ATLANTIC Treaty Organisation, the influence it has on Asia to begin with is secondary and marginal at best. It's like me (a European) claiming I want an end to ASEAN, wtf do I care abt that?

    It's an unarguably common sense that one has to accept the price to pay for something will inevitably be changed as time and conditions progress. So, given the present development of the Ukraine war, more likely Ukraine has put itself into a position of having no choice but to accept what Russia requires at the negotiating table. NATO intention to have its offices in Asian countries further indicating it's ulterior motives of spreading troubles and wars to this region an action that countries in the region have to be alert of as Russia was to avoid wars like that of the Ukraine's as the result of the NATO expansion.

    I thought Mr Cheng was quite expansive around geopolitical concerns and perceptions. The perceptions of folks in the comments is also apparent. All countries/corporations actively protect thier interests, and forming a consistent narrative is part of this. He personally appeared motivated to me to break down barriers, particularly given his first hand experience of the cultural revolution (which was horrific). Pretty cool insight if folks take the time to listen.

      @@trowawayacc The British Colonial Administration took a small -largely ignored- fishing village (Hong Kong Island and its environs) and transformed it into an area that became the envy of the world and a magnet for people in China to escape the clutches of an authoritarian Communist regime on the mainland. The suffering was experienced by people in China, not in Hong Kong! Under the CCP, Hong Kong is slowly deteriorating into a mere shadow of its former wonderful self. Such a shame!

      I do not get how one can feel threatened by NATO. As it is a defensive alliance, NATO countries do not have to support an attack made by some NATO country, and if they want top support it, they could do so without NATO. NATO support duties only really come into play when a NATO member is attacked, so you can only feel threatened by NATO if you plan on attacking a NATO country.
      I mean read the NATO treaty, it is really short. And as Turkey had to learn in Syria, counterattacks against forces of a NATO member that has started a war do not count as attacks on NATO. An before someone cites the Kosovo-war: That would have happened without NATO as well, no NATO member was forced to support that, NATO just provided a framework, it could have been an ad hoc alliance like against Iraq with little material difference. I agree that many countries feel threatened (and with good reason) by some NATO countries and by their close military ties to other countries, e.g. to other NATO countries or to Australia, Korea, or Japan. But to feel threatened by NATO as a whole, by NATO's size, or by the concept of NATO really can only betray one thing and that is aggressive ambitions against a NATO member.

      @@KirbyZhang I would say it is the other way round: Russia became more hostile to the countries that joined NATO, which, now being able to defend, became less afraid to speak up against said aggression. And I do not get what Denmark's PM's remarks about China have to to with hostility towards Russia?
      Your example about ancient times is extremely fitting: If you are able to defend, you might consider to revolt - to be able to revolt, you have to be in subjugation in the first place, as you revolt against a Hegemon. So, in order to not be subjugated or ruled over by a strong country, you have to be able to defend. Joining a defensive alliance means you want to avoid being subjugated or ruled over. Anyone that has a problem with you joining a defensive alliance thus wants to rule over you or subjugate you. Which was my original point.

All modern alliances are technically defensive, just like missile defense is defensive. but they're not shields for those who are weak, but they shield those who have strong attack abilities and use them. do you think China has made aggressive moves on the small european states that provoke it? it hasn't. NATO allows for a large number of small agggressive actors. it's not hard to understand at all.

    Professor, in international politics, "sovereignty" has only one meaning; any limitation means that country isn't "sovereign", but is "in service" of another nation and will not be allowed to make decisions customary for sovereign nations to make for themselves. Beijing double speak is what it sounds like to me.

    As a Hongkonger myself, I can tell everyone that our universities have been infiltrated, or should I say fully controlled by CCP. Like this Professor Li for example, it is very easy for us to tell by one's accent whether he is from Hong Kong or Mainland China. Most managerial, research and teaching positions are now filled with mainland Chinese, which often has a different view and academic standard from the local and international ones we used to have. They are willing to say anything for money and at the same time willing to not say anything that CCP isn't happy to hear.

    This Chinese so-called expert, in fact most of China's so-called experts on international issues have a fatal misunderstanding. They don't know what the facts are? And what is a perspective? Their so-called major in international politics is only about relationships. The question asked by the reporter is: China claims that all countries should respect the sovereignty and territorial integrity of other countries, and specifically mentioned Wang Yi’s emphasis on including the sovereignty and territorial integrity of Ukraine. But his answer was that China has a good relationship with Ukraine but also has a good relationship with Russia. He completely avoided for respecting sovereignty and territorial integrity of Ukraine. He not only answered wrong questions but still felt good about himself and talked about it. This kind of expert is really a joke.

      My friend, ofc they don't think that international law should be respected. Certainly no one respects it. The West allowed the secession of Kosovo, contrary to international law. Now everyone can do what they want. I read some predictions somewhere that Azerbaijan will attack Armenia again, can you imagine what will be the reaction of the world public if that happens. None. Maybe, in the best case, there will be some condemnation and that's it.

    As usual, our CCP friends in Beijing have spun a web of contradictions by stating the territorial integrety of all nations needs to be respected; however, their attitudes and actions, respectively in Tibet, the Formosa Strait, in the South China Sea, the Himalayas, etc. evidently represent an entirely different picture.
    It personally never ceases to amaze me that a society so mindful of *facing face* still tolerates the inconsistencies of those Marxist-Leninist goons. Conversely, Marxism has actually little in common with traditional Chinese mores and etiquette.

      Good observation. The US Government had an opportunity to support Mao's Communist Party when he was fighting the Japanese but US business interests prevented that from happening. They considered Chiang Kai Shek's Nationalist party a safer bet (ref. John Service, China White Papers). This resulted in Mao turning to Russia for help in running the country, and the rest is history!

    On Taiwan: At no point has the CCP ever had sovereignty over Taiwan. The Qing Dynasty did, but that government was overthrown and does not exist. Chiang Kai-shek fought the communists till his last and then fled to Taiwan when he had no other options. There is no way the founding father of modern Taiwan had any plans to turn his nation over to the Communists who killed so many of his men.

      You should understand that in China's thousands of years of history, no separate small political power has survived and established an independent country.... 🤣

      @@jkc3738 Except Taiwan has been ruled by it's own government since 1949... So there is an established and independent country. Also Mongolia, independent. And China hasn't tried to reabsorb it yet, because it makes for a good buffer between them and Russia.

Is Taiwan island in the middle of the Pacific Ocean? Can China tolerate a hostile island right on its doorstep? You are really naive...it is only a matter of time before Taiwan Island is recovered

    The problem is that the journalist believes that the Chinese diplomacy is the same that american or occidental policy, in which u cant mandate or theraten other countries - Asian thinking and their diplomatic policies are based on compromise and collaboration, I learned this fact when I lived in Japan 🗾

      The foreign policy of Japan cannot be compared with that of China. China does mandate and threat countries in order to align them with its interest. Beijing imposed economic sanctions on Mongolia in 2016 after the country received the Dalai Lama, just as they imposed trade sanctions on Japan in 2010 after incidents over disputed islands. The same has been recently done on Australia after Canberra criticized China's repression on Hong Kong. China has militarized the disputed South China Sea, expelled Vietnamese and Philippine ships from the disputed waters, and in open violation of several states' sovereignty has installed secret police institutions in foreign countries in order to persecute and kidnap dissenters. Chinese military troops recently clashed with India's ones over disputed territories, with dozens being killed. The list goes on and on. Please, lets never forget that we are still waiting for transparent information on the origins of coronavirus.

      China is behaving more like Japan did in the 30's than in the 20's. Differences abound though. China has nuclear arms, is a permanent member of the UN Security Council, is a one-party dictatorship which holds the reins over the army, is multiple times bigger than Japan was back in the 1930s and certainly the world is not the same one of 90 years ago. Yet, yes, comparisons between the 1930's Japan and present China can be established.@@timonsolus

    Ukraine provided China with Full Helicopter Engine technology transfer in 2018 but China backstabbed Ukraine, It's Aircraft carrier is also from Ukraine.

      China is neutral in the conflict between Russia and Ukraine. If China is silent it does not mean it is betraying Ukraine

      Ukraine SOLD China with part of helicopter engine tech, then terminate the deal under the US pressure even though China paid the premium price. Now Ukraine blame China not supporting her?

    Репортер так и не смог поймать китайского профессора на прямом ответе. Китайский профессор извивался как червяк на крючке. Но понятно одно, кривая политика запада до добра не доведет, он профессор, четко сказал что Китай может быть очередным врагом для США.
